two of those ways were taking federal government money and one of them was a state tax. the first way was this 385 million annual payment that then-senator ted kennedy had to negotiate for the safety net hospitals. president george w. bush wanted to end that which set off a panic and led to romney and kennedy going to the bush administration and cutting a deal with them. massachusetts could keep the money if they put it toward a universal health care plan. that's how it got started. romney and kennedy were trying to keep this federal money. they wanted that money. then the state did two other things. they first covered everyone they could cover in their medicaid problem so they could get the most possible match from the federal government. right now federal medicaid from the federal government -- that is an incredible deal for people in massachusetts. they're getting subsidized by the rest of the country. and then the third way romney paid for it is massachusetts had long before romney was governor, imposed a tax in order to reimburse hospitals for the care they provided

government. i will just briefly talk about my background and how i first got into the position as mayor. holyoke is a small city of about 40,000 people outside of springfield in the western part of massachusetts. i was born and raised there and went to the city's public schools became the first to my family to go on to college and when i got to brown studied urban studies there and like a lot of folks my age i chose to come back to my hometown and give back to the city that i thought had given me the opportunities that i had. holyoke has a very rich -- and also the first city to make paper so we are nicknamed the paper city. like a lot of cities in the northeast we were once a moving industrial city but at the same time folks came into holyoke and a lot of the factories close down, move south are moved overseas so we know have an 11% unemployment rate which is higher than the state national average and about 50% of our population is latino, puerto rican and a diversity as well. so i got elected l

i appreciate you think government should get out of everything, but it is because government is involved that we have low-cost power. that is undeniably true. i am not suggesting we nationalize the oil companies. we need to do all of the above. in the grand island debate, the question occurred, are human beings warming the planet and your answer was not. you can't begin solving a problem unless you can name the problem. i know people don't want a change. i know they are concerned about the cost. but we grow our food outside, and no state is more vulnerable to adverse impacts on weather than neambing. we are at 380 parts per million now and heading up. it is not like taking a piece of trash and throwing it on the ground and somebody can pick it up. it is not like putting led in our glen and hurting the brains of our children for 60 years. you get to 500 or 600 parts per million, it takes 1,500 years to reverse it. if we don't do something about this problem -- and i don't disagree about cap and trade. i think there are better ways to do it. but if we don't identify it as a problem and bri
